In 1869, Bavaria was politically torn between preserving its independence and the growing momentum toward German unification under Prussia. While King Ludwig II hesitated, Bavaria had already entered into military agreements with Prussia, making full unification likely. Meanwhile, Ludwig continued his legacy of cultural patronage and artistic ambition.
