While Archbishop Philipp I von Heinsberg ruled Cologne he expaneded its political and military power while aligning closely with Emperor Frederick Barbarossa. Cologne grew in wealth and strategic importance, but tensions between the church’s authority and the city’s increasingly assertive citizens began to surface.
