The so-called ‘Assembly of Princes’ was convened in Frankfurt - then a Sovereign city-state - in 1863 by Franz Joseph of Austria who proposed reforms to the German Confederation. The King of Prussia, taking advice from Otto von Bismarck, boycotted the congress, making the Frankfurt meeting ultimately unsuccessful.
