TURKEY: Mahmud II, 1808-1839, AV çeyrek (0.71g), Kostantiniye, AH1223 year 21, NP-754, KM-—., three stars below the toughra on obverse, one scratch on reverse, Uncirculated, RRR, ex. Ken Bovencamp. It remains undetermined whether this extremely rare type was an official pattern, an attempted regular issue, or a privately produced piece for whatever reason, either a pattern or a jeweler's request. Because the toughra is somewhat simplified, typical of many patterns, I would strongly suggest that it was privately manufactured, probably within the Ottoman Empire, perhaps during or just before the year 21 of Mahmud's reign (1828 AD). In any case, the type is extremely rare, unlike the relatively common jewelry pieces struck with the stamp of the issuer, weight and fineness (cf. Pere-755).
